RELATING TO COMMERCIAL DRIVER'S LICENSES. Aligns the commercial driver's license qualification standards with federal regulations by repealing language related to medical waivers due to diabetes. Makes conforming amendments to Code of Federal Regulation citations. Effective 7/1/2050. (HD1)

RELATING TO MOTOR VEHICLES. Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements. Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable. RELATING TO MOTOR VEHICLES. Authorizes any vehicle involved in a motor vehicle accident that cannot be moved under its own power or is otherwise disabled to be towed away at the expense of the registered owner of the vehicle. Specifies the applicable towing and storage fees for towing motor vehicles involved in accidents under certain circumstances. Exempts certain automobile clubs or towing companies from motor vehicle towing and storage requirements. Effective 1/20/2050. (HD1)

RELATING TO VIOLATION OF PRIVACY. Proposed HD1: Excludes violation of privacy in the first degree, and certain paragraphs of violation of privacy in the second degree, from qualifying for deferred acceptance of guilty plea or nolo contendere plea. Limits the government use of face surveillance systems, except in certain circumstances. (HD1 PROPOSED) |

RELATING TO THE STATE FIRE CODE. Amends the process for adoption of the state fire code to conform with other Hawaii state building codes. (SD1)

RELATING TO VACANCIES. Amends filing deadlines for candidates attempting to fill vacant state senate seats.

RELATING TO EMPLOYMENT DISCRIMINATION. Limits the convictions that may be used in employment decisions, from all convictions in the most recent ten years, to felony convictions that occurred in the most recent seven years and misdemeanor convictions that occurred in the most recent five years. Effective 7/1/2050. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
