RELATING TO DIVORCE. Grants exclusive original jurisdiction in matters of annulment, divorce, and separation and other certain cases to the family court of the circuit in which an applicant is domiciled at the time the application is filed. Repeals the requirement that a person be domiciled or physically present in the State for a continuous period of at least three months before filing for divorce. Repeals the requirement that a person be domiciled or physically present in the State for a continuous period of at least six months before completing a divorce.

RELATING TO DOMESTIC VIOLENCE. Amends the offense of abuse of family or household members to provide for a lesser included petty misdemeanor offense. Allows a deferred acceptance of guilty plea in cases involving misdemeanor and petty misdemeanor abuse offenses. Requires the judiciary to submit annual reports to the legislature on the number and outcome of abuse of family or household members cases. Sunsets pilot program 6/30/2023. Takes effect 12/31/2059. RELATING TO TEMPORARY RESTRAINING ORDERS, PROTECTIVE ORDERS, AND INJUNCTIONS. Clarifies that the effective period of a temporary restraining order, protective order, or injunction restraining any party from contacting, threatening, or physically abusing a minor may extend to a date after the minor has reached 18 years of age. Effective 12/31/2059. (HD1)

RELATING TO CHILD SUPPORT. Requires the AG to convene a study group to examine the impacts, costs, and impediments of allowing child support payments to pass through to TANF recipients and submit a report to the legislature prior to the 2021 Regular Session. Effective 12/31/2059. (HD1)

RELATING TO THE SEXUAL EXPLOITATION OF CHILDREN. Establishes a statewide coordinator and program within DHS to address the needs of sexually exploited children. Establishes the commercial sexual exploitation of children steering committee. Requires the steering committees to submit reports to the legislature by July 1, 2021, and July 1, 2022. Appropriates funds. Takes effect 12/31/2059. (HD1)

RELATING TO THE ROOM CONFINEMENT OF CHILDREN AT DETENTION AND SHELTER FACILITIES. Limits the circumstances under which children at detention and shelter facilities are subject to room confinement. Specifies the conditions and time limits for which room confinement may be imposed. Requires certain information to be reported to the judiciary annually. Takes effect on 12/31/2059. (HD1)

RELATING TO HOMELESSNESS. Establishes a 3-year homeless employment grant program that provides homeless individuals with work opportunities and connects them with service providers. RELATING TO CRISIS INTERVENTION. Creates a crisis intervention and diversion program in the department of health to divert those in need to appropriate health care and away from the criminal justice system. Sunsets on 6/30/2023. Effective 7/1/2050. (HD1)

RELATING TO TOWING. Clarifies the fees tow companies may charge. Clarifies the duties of tow companies when vehicle owners arrive on the scene while their vehicles are in the process of being hooked up. Requires tow and storage companies to accept credit cards. Subjects violations of the towing statute to the penalties and remedies under the State's unfair or deceptive acts or practices law. Adds definitions for clarity. Effective 7/1/2050. (HD1)

RELATING TO BULLYING. Requires all entities that provide educational or recreational activities to youths to establish, maintain, and enforce written policies and procedures on bullying, harassment, and retaliation, and provide staff with appropriate annual training, regardless of whether the entity receives any government funding. RELATING TO EQUAL PAY. Conforms statutory prohibitions against wage discrimination with other prohibitions on employment discrimination. Clarifies allowable justifications for compensation differentials and remedies for pay disparity. Requires employers to disclose wage ranges to employees and prospective employees. RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS. Updates various assessments and penalties under DLIR's jurisdiction by revising the monetary assessments according to changes in the Consumer Price Index. Takes effect on 1/1/2050. (HD1)

RELATING TO PENALTIES. Establishes on January 1, 2021, a three-year pilot project within the traffic violations bureau of the district court of the first circuit that requires the court to adjust court-imposed monetary assessments resulting from motor vehicle moving violations. Establishes income-based adjustments for traffic fines. Appropriates funds. Sunset the pilot project on 12/31/2023. Takes effect on 1/1/2050. (HD1)

PROPOSING AN AMENDMENT TO ARTICLE XVI, SECTION 2, OF THE HAWAII STATE CONSTITUTION, TO AUTHORIZE THE LEGISLATURE TO REQUIRE THE FORFEITURE OR REDUCTION OF PENSION BENEFITS OF A MEMBER, FORMER MEMBER, OR RETIRANT OF THE EMPLOYEES' RETIREMENT SYSTEM WHO IS CONVICTED OF A FELONY RELATED TO THE MEMBER'S, FORMER MEMBER'S, OR RETIRANT'S EMPLOYMENT WITH THE STATE OR ANY POLITICAL SUBDIVISION THEREOF. Proposes a constitutional amendment to article XVI, section 2, of the state constitution to authorize the legislature to require the forfeiture or reduction of benefits of any member, former member, or retirant of the employees' retirement system who is convicted of a felony related to the member's, former member's, or retirant's employment with the State or any political subdivision thereof. RELATING TO EMPLOYMENT PRACTICES. Prohibits an employer from requiring an employee to enter into a nondisclosure agreement pertaining to sexual harassment or sexual assault. RELATING TO MEDICAL RELEASE. Creates a medical release program within the Department of Public Safety for certain ill, disabled, or impaired inmates who pose a low risk to public safety. (HD1)

RELATING TO FIREWORKS. Increases the fireworks display permit fee from $110 to $150 and the fine for certain fireworks violations from $2,000 per violation to $5,000 per violation. Clarifies that each aerial device, display firework, or article pyrotechnic having a total weight of 25 pounds or less that is illegally imported, transferred, or sold constitutes a separate violation. Increases the penalty for removing or extracting the pyrotechnic contents.

RELATING TO HOMELAND SECURITY. Establishes the Hawaii state fusion center as a program under the office of homeland security and establishes the position of Hawaii state fusion center director who shall be state-funded, responsible to the director of homeland security, and accountable to manage the operations of the center. RELATING TO VETERINARIANS. Provides veterinarians who provide emergency care to an animal immunity from civil liability in the absence of gross negligence. Provides veterinarians who render emergency treatment when there is no veterinarian-client-patient relationship, immunity from civil liability in the absence of gross negligence. Requires veterinarians to report to law enforcement events of animal injury, death, or abuse where there is reasonable cause to believe that it relates to dog fighting or animal abuse and gives veterinarians immunity for civil liability for making the reports. Effective July 1, 2150. (HD1)

RELATING TO HEMP. Requires the State to seek approval from the federal Department of Agriculture of a state plan to monitor and regulate hemp. Establishes a statutory framework to monitor and regulate hemp. Establishes and appropriates funds for the hemp regulatory special fund. Excludes hemp from the State's prohibitions against marijuana. Appropriates funds to DOA for monitoring and regulating hemp production and CTAHR for hemp research. Takes effective on 7/1/2150. (HD1)
