RELATING TO DIVORCE. Grants exclusive original jurisdiction in matters of annulment, divorce, and separation and other certain cases to the family court of the circuit in which an applicant is domiciled at the time the application is filed. Repeals the requirement that a person be domiciled or physically present in the State for a continuous period of at least three months before filing for divorce. Repeals the requirement that a person be domiciled or physically present in the State for a continuous period of at least six months before completing a divorce.

RELATING TO DOMESTIC VIOLENCE. Amends the offense of abuse of family or household members to provide for a lesser included petty misdemeanor offense. Allows a deferred acceptance of guilty plea in cases involving misdemeanor and petty misdemeanor abuse offenses. Requires the judiciary to submit annual reports to the legislature on the number and outcome of abuse of family or household members cases. Sunsets pilot program 6/30/2023. Takes effect 12/31/2059. RELATING TO TEMPORARY RESTRAINING ORDERS, PROTECTIVE ORDERS, AND INJUNCTIONS. Clarifies that the effective period of a temporary restraining order, protective order, or injunction restraining any party from contacting, threatening, or physically abusing a minor may extend to a date after the minor has reached 18 years of age. Effective 12/31/2059. (HD1)

RELATING TO CHILD SUPPORT. Requires the AG to convene a study group to examine the impacts, costs, and impediments of allowing child support payments to pass through to TANF recipients and submit a report to the legislature prior to the 2021 Regular Session. Effective 12/31/2059. (HD1)

RELATING TO THE SEXUAL EXPLOITATION OF CHILDREN. Establishes a statewide coordinator and program within DHS to address the needs of sexually exploited children. Establishes the commercial sexual exploitation of children steering committee. Requires the steering committees to submit reports to the legislature by July 1, 2021, and July 1, 2022. Appropriates funds. Takes effect 12/31/2059. (HD1)

RELATING TO THE ROOM CONFINEMENT OF CHILDREN AT DETENTION AND SHELTER FACILITIES. Limits the circumstances under which children at detention and shelter facilities are subject to room confinement. Specifies the conditions and time limits for which room confinement may be imposed. Requires certain information to be reported to the judiciary annually. Takes effect on 12/31/2059. (HD1)

RELATING TO HOMELESSNESS. Establishes a 3-year homeless employment grant program that provides homeless individuals with work opportunities and connects them with service providers. Requires the DHS to submit a report on the progress of the grant program. Requires DHS to submit a report on the progress of homelessness programs. Appropriates funds. Effective 12/31/2059. (HD1)

RELATING TO CRISIS INTERVENTION. Creates a crisis intervention and diversion program in the department of health to divert those in need to appropriate health care and away from the criminal justice system. Sunsets on 6/30/2023. Effective 7/1/2050. (HD1)

RELATING TO TOWING. Clarifies the fees tow companies may charge. Clarifies the duties of tow companies when vehicle owners arrive on the scene while their vehicles are in the process of being hooked up. Requires tow and storage companies to accept credit cards. Subjects violations of the towing statute to the penalties and remedies under the State's unfair or deceptive acts or practices law. Adds definitions for clarity. Effective 7/1/2050. (HD1)

RELATING TO BULLYING. Requires all entities that provide educational or recreational activities to youths to establish, maintain, and enforce written policies and procedures on bullying, harassment, and retaliation, and provide staff with appropriate annual training, regardless of whether the entity receives any government funding. Takes effect on 7/1/2050. (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
