RELATING TO THE HAWAIIAN HOMES COMMISSION. Allows the Hawaiian homes commission or the department of Hawaiian hone lands to retain independent legal counsel as needed. Authorizes the Hawaiian homes commission and the department of Hawaiian home lands to use the services of the attorney general as needed and when the interests of the State, Hawaiian homes commission, and department of Hawaiian home lands are aligned. Provides that funds paid to independent legal counsel shall be paid by the State.

RELATING TO VACANT AND ABANDONED RESIDENTIAL STRUCTURES. Requires counties to expedite demolition permits for vacant and abandoned residential homes. Allows the department of taxation to seek sale of the property through non-judicial foreclosure of vacant and abandoned residential properties with outstanding recorded state tax liens at any time after establishing vacancy and abandonment.

RELATING TO NOTARIES PUBLIC. Updates the laws regarding notaries public including the following: to conform to the Revised Uniform Law on Notarial Acts (2018) (RULONA), the Hawaii Uniform Electronic Transactions Act, other state notary laws, and current notary practices.

RELATING TO ELECTRIC VEHICLES. Clarifies that law enforcement may enter private property to enforce EV parking space violations.

RELATING TO EMERGENCY WORKERS. Amends the definition of "emergency worker" in the Penal Code to include communications dispatchers.

RELATING TO ANIMAL FUR PRODUCTS. Prohibits the manufacture and sale of animal fur products, with certain exceptions. Effective 1/1/21.

RELATING TO JURY DUTY. Lowers the age a person can be exempt from jury duty from eighty years of age or older to seventy-five years of age or older.

RELATING TO JURORS. Permits psychologists to claim exemption from service as a juror.

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in the federal controlled substances law as required under section 329-11.

RELATING TO THE COMMISSION ON SALARIES. Requires the commission on salaries that convenes in 2024 to make salary recommendations for the following eight fiscal years. Provides for the executive, judicial, and legislative branch salary recommendations to become effective on the same date beginning on July 1, 2033.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes appropriations for claims against the State, its officers, and its employees.

RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES OR THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, OR DELETING OBSOLETE OR UNNECESSARY PROVISIONS. Amends or repeals various provisions of the Hawaii Revised Statutes or the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, or deleting obsolete or unnecessary provisions.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
