RELATING TO GUN VIOLENCE PREVENTION.

Establishes the gun violence and violent crimes commission. Requires reports to the Legislature. Makes it a class C felony to purchase, manufacture, or otherwise obtain firearm parts for the purpose of assembling a firearm having no serial number. Amends certain requirements relating to firearms registration. Takes effect on 1/1/2021. (Proposed SD2)

RELATING TO FIREARMS.

Prohibits the manufacture, possession, sale, barter, trade, gift, transfer, or acquisition of detachable ammunition magazines with a capacity in excess of ten rounds, regardless of the type of firearm with which the magazine is compatible. Allows possession of large-capacity magazines that were legally possessed prior to the effective date of this Act. Allows acquisition by means of inheritance of large-capacity magazines that were legally in possession prior to the effective date of this Act. Allows possession and use by law enforcement agencies and officers. Excepts use of blank-fire assault weapons and attachments for use solely as props for a motion picture, television, or digital video production or entertainment event. (Proposed SD2)

RELATING TO ELECTRIC GUNS.

Repeals the existing law that bans electric guns, and replaces it with a law that restricts the ownership, use, storage, and disposal of electric guns, regulates the sale, distribution, and transfer of electric guns, requires training and education on electric guns, prohibits certain individuals from the possession and use of electric guns, and prohibits the carrying or use of electric guns in the commission of crimes. Establishes permitting requirement to acquire electric projectile guns and registration requirements. Effective upon approval. (Proposed SD2)
