RELATING TO VEHICLE INSPECTIONS.

Codifies certain certification, renewal, and violation processes of vehicle inspectors who conduct vehicle safety inspections under the DOT.  Repeals section 286-85, HRS, which requires reconstructed vehicles to obtain a special inspection and certification.  Takes effect on approval.  (SD1)

RELATING TO CHILD SUPPORT.

Requires the AG and DHS to convene a study group to examine the impacts, costs, and impediments of allowing child support payments to pass through to TANF recipients and submit a report to the legislature prior to the 2021 Regular Session.  Effective 12/31/2059.  (SD1)

RELATING TO SOCIAL SERVICES.

Amends the monthly needs allowance for individuals residing in foster homes, care homes, domiciliary homes, and other long-term care facilities.  Amends the state supplemental payment ceiling for domiciliary care paid to recipients who are eligible for federal supplementary security income or public assistance, or both.  Takes effect on 12/31/2059.  (HD1)
