RELATING TO HOMELESSNESS. Requires the Governor's Coordinator on Homelessness to develop and implement separate regional plans for various neighborhoods across the State to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of impacted communities and needs of the homeless population.

RELATING TO THE ROOM CONFINEMENT OF CHILDREN AT DETENTION AND SHELTER FACILITIES. Limits the circumstances under which children and minors at shelters may be subject to room confinement, and specifies the conditions and time limits for which room confinement may be imposed. (SD1)

RELATING TO CAMPAIGN FINANCE. Allows candidates seeking election to use campaign funds for child care costs, under certain conditions. Effective 7/1/2050. (SD2)

RELATING TO HEALTH. Requires the Department of Human Services, upon approval from the Centers for Medicare and Medicaid Services, to establish and implement a program for providing home- and community-based services to at-risk individuals having intellectual or developmental disabilities who meet certain criteria. Requires the Department to utilize any vehicle available, including a state plan amendment or waiver to the QUEST integration section 1115 demonstration project to provide home- and community-based services for individuals having intellectual or developmental disabilities. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO TAXATION. Establishes a refundable tax credit equal to an unspecified percentage of a taxpayer's eligible child care expenses. Defines eligible child care expenses to mean the sum the taxpayer paid to a child care facility in the State to: (1) support the child care needs of the taxpayer's employees in the taxable year; and (2) purchase child care slots at the child care facility that are actually provided or reserved for children of the taxpayer's employees. Effective 7/1/2050. (SD2)

RELATING TO HEALTH. Requires and appropriates funds for the Department of Health to repurpose unused state facilities to provide short-term residential beds to allow the stabilization, triage, and assessment of patients in need of services for mental health conditions, substance use, or homelessness. RELATING TO THE MENTAL HEALTH OF DEFENDANTS. Permits judicial discretion for referral to a diversion program or treatment court should the defendant have serious and persistent mental health illness. (SD1)

RELATING TO OFFICE OF YOUTH SERVICES. Establishes the Office of Youth Services revolving fund. Requires the Office of Youth Services to provide commercial enterprise vocational programs, including the sale of goods and services, to young adults to promote self-sustainability. RELATING TO DOMESTIC VIOLENCE. Amends the offense of abuse of family or household members to provide for misdemeanor and petty misdemeanor penalties. Allows a deferred acceptance of guilty or no contest plea in misdemeanor and petty misdemeanor abuse penalties. Requires the Judiciary to submit annual reports to the Legislature on the number and outcome of abuse of family or household members cases. Sunsets five years after enactment. (SD2)

RELATING TO CHILD CARE. Clarifies the allowable relationships the caregiver must have to be considered related to a child in care; clarifies that a program that provides exclusively for a specialized training or skill development shall be for children who are eligible pupils in grades kindergarten through twelve in public or private schools; clarifies that minimum health and safety requirements or standards as required by federal law may be imposed on any of the groups in section 346-152, Hawaii Revised Statutes, that provide child care for a child whose family receives a child care subsidy from the department; clarifies that the burden of proof is upon the caregiver or facility to provide verification of meeting a declared exemption under section 346-152, Hawaii Revised Statutes; clarifies that the information that may be investigated by the department to determine violations of part VIII of chapter 346, Hawaii Revised Statutes, occurred or is occurring; clarifies that the department may file a petition for a search warrant with the district court; clarifies that a search warrant may be issued to the department and the appropriate law enforcement agency to conduct an investigation; and renumbers the exemptions to appear as they were prior to Act 276, Session Laws of Hawaii 2019. · Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
