RELATING TO THE TRANSITION OF THE OAHU REGIONAL HEALTH CARE SYSTEM FROM THE HAWAII HEALTH SYSTEMS CORPORATION INTO THE DEPARTMENT OF HEALTH. Sets a date for the transition of the Oahu region's health care facilities from the Hawaii health systems corporation to the department of health. Establishes a working group to develop a comprehensive plan that addresses all necessary components of such transition.

RELATING TO MASSAGE THERAPISTS. Requires the Board of Massage Therapy to adopt rules to set qualifications for license and licensure renewal. Prohibits advertising as a massage therapist without a valid massage therapy license or from using advertisements on the internet and social media platforms that depict the human form other than hands, wrists, and forearms.

RELATING TO FOOD SECURITY. Authorizes the Governor to issue a proclamation of pre-disaster necessity for the purpose of assisting foodbanking organizations to maintain food stocks for an emergency. Appropriates funds.

RELATING TO DEAD BODIES. Amends chapter 327, Hawaii Revised Statutes, relating to the medical and research use of bodies, and chapter 711, Hawaii Revised Statutes, relating to offenses against the public order, to clarify prohibited actions related to anatomical gifts.

RELATING TO MENTAL HEALTH. Proposed HD1: Authorizes expenditures from the mental health and substance abuse special fund to be used for capital improvement projects. |

RELATING TO HEALTH. Requires the State Health Planning and Development Agency to grant an existing hospital or dialysis facility in a rural subarea a right of first refusal to expand its existing facilities or services if a competing entity files a certificate of need application to establish a new hospital or dialysis facility in the same rural subarea. Defines "rural subarea."

RELATING TO FOOD DONATION. Clarifies and expands exceptions for good-faith food donations to needy persons. Allows for the donation of expired food when the donor makes a good-faith judgment that the food is unspoiled. Requires DOH to provide educational materials about food donation to establishments as part of the health inspection process.

RELATING TO HEALTH. Establishes a pilot program for an economically feasible solution for the conversion of cesspools in Hawaii. Appropriates funds.

RELATING TO HEALTH CARE. Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for a comprehensive category of reproductive health services, drugs, devices, products, and procedures. Prohibits discrimination in the provision of reproductive health care services. Effective 3/15/2021.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
