RELATING TO CONTRACTING.

Requires contractors and subcontractors to submit tax clearances as a condition of obtaining building permits for private developments exceeding a certain value.  Requires contractors and subcontractors to submit additional tax clearances before assignment of a contract for private developments exceeding a certain value.  Authorizes the Department of Taxation to require that tax clearance applications be submitted electronically.  Establishes penalties.  Appropriates funds for grants-in-aid to the counties.

RELATING TO PUBLIC NOTICES.

Allows government agencies to publish public notice on their official website as an alternative to the newspaper.

RELATING TO SOCIAL INFRASTRUCTURE FOR COMMUNITY PROBLEM-SOLVING.

Authorizes certain state grant-in-aid recipients to request certain amendments to grants-in-aid contracts during governor-declared states of emergency.  Authorizes the governor to release qualified state workers to serve in community-based disaster relief networks during and in anticipation of governor-declared states of emergency.  Appropriates moneys.

RELATING TO SEARCH AND RESCUE.

Requires government entities to seek reimbursement for search and rescue expenses for persons who require rescue after leaving a hiking trail to enter a prohibited area or hiking on a trail closed to the public.
