RELATING TO EMERGENCY MEDICAL SERVICES. Requires that any county of the State with a population greater than 500,000 provide emergency medical services in a transparent and fiscally responsible manner. Requires any impacted county to conduct an evaluation regarding the finances and operations of the county's emergency medical services system. Requires reports to the Legislature and Department of Health. Effective 7/1/2050.

RELATING TO EMERGENCY MEDICAL SERVICES. Requires and appropriates funds for the department of health to conduct comprehensive workforce and cost analysis reviews with federal partners to improve efficiency, quality, and cost-effectiveness. Requires the auditor to conduct a comprehensive management audit of the emergency medical services department of the city and county of Honolulu. Appropriates funds for collective bargaining increases and other current expenses. Effective 7/1/2050.

Establishes a task force within the Department of Health to identify therapies and home- and community-based care services that may benefit persons having fetal alcohol spectrum disorders, including therapies and treatments that may benefit them as adults. Requires the task force to recommend any necessary policy changes, rule changes, or legislation to increase access to these therapies and services. Requires a report to the Legislature. Effective 7/1/2050.

RELATING TO HEALTH. Includes the relationship to the existing health care system of an area, including the availability of workforce, as a criterion that the State Health Planning and Development Agency may adopt as part of its certificate of need review. Effective 7/1/2050.

RELATING TO LOAN REPAYMENT FOR HEALTH CARE PROFESSIONALS. Appropriates funds for fiscal year 2020-2021 for the health care provider loan repayment program administered through the John A. Burns School of Medicine of the University of Hawaii at Manoa; provided that the funds are matched on a dollar-to-dollar basis by a private or another public source. Effective 7/1/2050.

RELATING TO HEALTH. Requires public schools and public charter schools to have an employee trained to administer seizure disorder rescue medication. Exempts schools that do not have a student with a seizure disorder. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires all principals, guidance counselors, and teachers to perform self-review of seizure disorder materials annually. Makes an appropriation. Effective July 1, 2050.

RELATING TO RENEWABLE ENERGY. Repeals the renewable energy technologies tax credit for solar energy systems and wind-powered energy systems for commercial properties for taxable years beginning after December 31, 2019, except for taxpayers subject to a power purchase agreement approved by a decision and order issued by the PUC prior to December 31, 2019. Increases the renewable energy technologies tax credit for solar water heater systems, other solar energy systems, and wind-powered energy systems for multi-family residential properties. Makes the renewable energy technologies tax credit unavailable after 12/31/2045. Effective 7/1/2050.

RELATING TO RENEWABLE ENERGY. Amends the definition of renewable portfolio standard to be a percentage of electrical energy generation, rather than sales. Effective 7/1/2050.

RELATING TO ENERGY EFFICIENCY. Requires an energy audit for all state facilities with an area over 10,000 square feet, except facilities at the Aloha Stadium, by 1/1/2022, and dates for energy efficiency implementation. Beginning 7/1/2020, allow for new state building construction to utilize post-industrial carbon dioxide mineralized concrete, or other materials that reduce the carbon footprint of the project where feasible and cost-effective, have twenty-five per cent of its accompanying parking lot be electric vehicle charger ready. Authorizes the Hawaii state energy office to access utility bills and energy usage data for state-owned buildings and make the data publicly available. Takes effect on 7/1/2050.

RELATING TO THE ENERGY SECURITY SPECIAL FUND. Allows the chief energy officer to contract with Hawaii not-for-profit entities to administer expenditures from the energy security special fund for the purposes set forth in section 201-12.8, HRS. Increases the allocation from the state environmental response, energy, and food security tax for deposit to the energy security special fund from 5 cents to 15 cents per barrel or fractional part of a barrel of petroleum product. Effective 7/1/2050.

RELATING TO THE OFFICE OF PLANNING. Updates and reaffirms the role of the office of planning (OP) to coordinate among state agencies regarding climate change adaptation and sustainability. Establishes a statewide sustainability division within OP. Requires the state sustainability coordinator in OP to conduct a Green New Deal Study. Makes appropriations for establishment of the sustainability division, positions for the new division, and the study on implementing a Green New Deal in Hawaii. Effective 7/1/2050.

RELATING TO SEA LEVEL RISE. Requires the Hawaii climate change mitigation and adaptation commission, in collaboration with the office of planning CZM program, to conduct certain activities to address the impacts of sea level rise and report to the legislature before the 2022 regular session. Appropriates funds for the commission's activities and extends the lapse date to June 30, 2022. Effective 7/1/2050.
