RELATING TO THE STATE BUDGET. Adjusts and makes additional appropriations for fiscal biennium 2019-2021 to fund the operations of executive branch agencies and programs.

RELATING TO STATE BONDS. Authorizes issuance of general obligation bonds. Makes findings required by Article VII, Section 13, of the Hawaii State Constitution to declare that the issuance of authorized bonds will not cause the debt limit to be exceeded.

RELATING TO CAPITAL IMPROVEMENT PROJECTS. Appropriates funds for supplemental capital improvement projects for fiscal biennium 2019–2021.

RELATING TO THE FUNDING OF GRANTS PURSUANT TO CHAPTER 42F, HAWAII REVISED STATUTES. Appropriates operating and capital improvement grants for fiscal year 2020. Effective 7/1/2020.

RELATING TO THE CORPORATE DIVIDENDS RECEIVED DEDUCTION. Amends the corporate dividends received deduction to conform to the department of taxation's practice of administering the deduction in compliance with federal law.

RELATING TO THE STATUTE OF LIMITATIONS FOR INCOME TAX PURPOSES. Repeals the redundant provision that reopens the statute of limitations for income tax purposes if a federal contract or subcontract is renegotiated.

RELATING TO TAXATION. Changes income tax rates for taxable years beginning after 12/31/2020.

RELATING TO HAWAII CRIMINAL JUSTICE DATA CENTER FEES. Provides authority for the Hawaii Criminal Justice Data Center to set and collect fees for services provided as long as the fees are reasonable and not constitute a barrier to justice.

RELATING TO RECORDATION TRANSACTION FEES. Expands the uses and application of the transaction fee for filings in the Bureau of Conveyances authorized under Act 120, Session Laws of Hawaii 2009. Applies fee to all transactions in the Bureau and Land Court. Repeals the transaction fee upon adoption of rules by DLNR or July 1, 2022.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
