Requires the office of planning to prepare a comprehensive renewable energy siting plan.  Requires report to the legislature.

Prohibits offshore drilling for oil or natural gas in state marine waters.  Prohibits issuance of permits for or in connection with the development or operation of any facility or infrastructure associated with offshore drilling for oil or natural gas in state waters.

RELATING TO LIFEGUARD SERVICES AT STATE PARK BEACHES.
Allocates Transient Accommodations Tax revenues to the Department of Land and Natural Resources to cover lifeguard service expenses incurred at state park beaches.

RELATING TO BROADBAND SERVICE INFRASTRUCTURE.
Establishes the broadband service infrastructure grant program to award grants to applicants to extend deployment of facilities used to provide broadband service to unserved and underserved areas of the State.  Makes an appropriation.
