Establishes an offense of knowingly capturing, possessing, abusing, entangling, or killing a shark in state marine waters, along with penalties and fines.  Provides certain exemptions.  (SD1)

RELATING TO THE ENVIRONMENTAL COUNCIL.

Establishes the environmental council special fund.  Dedicates a portion of the environmental response, energy, and food security tax revenue to the environmental council special fund.  Appropriates funds to the environmental council special fund from the environmental response revolving fund.  Effective 7/1/2050.  (SD1)

RELATING TO LITTER CONTROL.

Prohibits the intentional release of balloons inflated with a gas that is lighter than air.

RELATING TO LITTER CONTROL.

Increases the cigarette excise tax imposed on each cigarette sold in the State and allocates the increase in tax revenues to a cigarette litter abatement special fund.  Provides that the cigarette litter abatement special fund shall be used to cover the costs of collecting and removing cigarette litter and providing outreach and education to curb improper cigarette litter disposal.  Appropriates funds.  Effective 7/1/2050.  (SD2)

RELATING TO SOLID WASTE MANAGEMENT.

Establishes a solid waste management goal of reducing the State's solid waste stream prior to disposal by 70% by 2030.  Effective 7/1/2050.  (SD2)

RELATING TO THE ENVIRONMENT.

Proposed HD1:  Prohibits the issuance or renewal of covered source air permits for coal-burning electricity generation facilities after 12/31/2022. Prohibits the approval of a new, modified, or renewed power purchase agreement for electricity generated from coal after 6/30/2020. Effective 7/1/2050.

RELATING TO RENEWABLE ENERGY.

Increases the cap amount of the renewable energy technologies income tax credit for solar energy systems for multi-family residential properties from $350 to $750.  Applies to taxable years beginning after 12/31/2020.  Effective 7/1/2050.  (SD2)

Status

RELATING TO TAXATION.

Proposed HD1:  Establishes a carbon emissions tax. Establishes a refundable tax credit for lower-income indivduals. Establishes a special fund to be used to administer the tax credit. Establishes a special fund for climate adaptation. Allocates carbon emissions tax revenues to the special funds. Effective 7/1/2050. Tax credit applies to taxable years beginning after 12/31/2021.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·    Testifier's name with position/title and organization;

·    The Committee(s) to which the comments are directed;

·    The date and time of the hearing; and

·    Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
