Requires the Governor; Department of Business, Economic Development, and Tourism; and the Hawaii State Energy Office to develop a strategic plan that outlines benchmarks to achieve a 100% renewable energy portfolio standard. Requires the Department of Business, Economic Development, and Tourism to submit the strategic plan to the Legislature before the Regular Session of 2022. Requires the Hawaii Natural Energy Institute to conduct a feasibility study on the State's ability to achieve its renewable energy goals by 2045. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO RENEWABLE ENERGY TECHNOLOGIES TAX CREDITS. Amends the renewable energy technologies income tax credit to include commercial seawater air conditioning systems. Requires the Hawaii State Energy Office to certify tax credits involving commercial seawater air conditioning systems. Applies to taxable years beginning after 12/31/2020. Effective 7/1/2050. (SD2)

RELATING TO RENEWABLE ENERGY TECHNOLOGIES TAX CREDITS. Amends the renewable energy technologies income tax credit to clarify that solar energy systems installed and placed in service on commercial property pursuant to a power purchase agreement approved by the Public Utilities Commission prior to 12/31/2019 shall continue to receive 35% of the actual cost or $500,000 per solar energy system. Repeals the provision of the renewable energy technologies income tax credit that applies the credit to renewable energy technology systems installed and placed in service on or after 7/1/2009. Effective 7/1/2050. (SD2)

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM. Requires the Department of Health to implement the auditor's recommendations for the deposit beverage container program, including developing a risk-based selection process to select reports submitted by distributors and redemption centers for audit. RELATING TO DEPOSIT BEVERAGE CONTAINERS. Exempts a beverage dealer who is located in a high density population area from operating a redemption center if the dealer is located within 1 mile of a certified redemption center operated independently of the dealer. Requires the department of health to annually adjust the handling fees for the deposit beverage container program to an amount not less than the handling fee in the prior calendar year as adjusted by percentage changes in the Consumer Price Index for the Honolulu area. Takes effect 7/1/2023. (SD2)

RELATING TO GRANTS FOR LOCAL RECYCLING FACILITIES. Requires the Office of Solid Waste Management to establish a recycling facility grant program to support recycling in the State. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO THE ENVIRONMENTAL IMPACT STATEMENT LAW. Requires a supplemental environmental assessment or supplemental environmental impact statement after the passage of 15 years from the date of the determination of a finding of no significant impact or the acceptance of the statement, if the proposed action is not implemented. Exempts actions involving a renewable energy project from this requirement. Effective 7/1/2050. (SD2)

RELATING TO MICROBEADS. Beginning 7/1/2021: bans the manufacture of a personal care product, except a non-prescription drug, that contains synthetic plastic microbeads. Beginning 7/1/2022: bans the sale or offer for sale of a personal care product, except a non-prescription drug, that contains synthetic plastic microbeads and bans the manufacture of a non-prescription drug that contains synthetic plastic microbeads. Beginning 7/1/2023: bans the sale or offer for sale of a non-prescription drug that contains synthetic plastic microbeads. Specifically exempts rinse-off cosmetics and rinse-off cosmetics that are also non-prescription drugs regulated by the federal Microbead-Free Waters Act of 2015. (SD1)

RELATING TO INDIVIDUAL WASTEWATER SYSTEMS. Establishes the time of transfer individual wastewater system inspection program to oversee the inspection and repair of any individual wastewater system at the time of the property's sale or transfer. Excludes certain sales or transfers.
