RELATING TO WATER POLLUTION. Adds the chemicals homosalate, octocrylene, and octisalate to the sale and distribution sunscreen ban beginning on 1/1/2021. Allows the Department of Health to adopt rules to add additional harmful chemicals to the sale and distribution ban.

RELATING TO CLEAN ENERGY FINANCING. Creates the clean energy and energy efficiency revolving loan fund under the administration of the Hawaii Green Infrastructure Authority. Repeals the building energy efficiency revolving loan fund. Allocates a portion of the barrel tax to the clean energy and energy efficiency revolving loan fund. Appropriates funds.

RELATING TO THE ENERGY SECURITY SPECIAL FUND. Allows the chief energy officer to contract with Hawaii not-for-profit entities to administer expenditures from the energy security special fund for the purposes set forth in section 201-12.8, HRS. Increases the allocation from the state environmental response, energy, and food security tax for deposit to the energy security special fund from 5 cents to 15 cents per barrel or fractional part of a barrel of petroleum product.

RELATING TO GRID-INTERACTIVE WATER HEATER SYSTEMS. Commencing January 1, 2022, prohibits the issuance of building permits for new multi-unit dwellings that do not include grid-interactive water heater systems. Requires the PUC to establish standards for the system.

RELATING TO RENEWABLE ENERGY. Establishes a residential property assessed clean energy (PACE) program. Allows residential property owners to finance qualified renewable energy improvements through a non-ad valorum property assessment and revenue bonds.

RELATING TO RENEWABLE ENERGY. Requires electric utilities to compensate electricity producers for excess electricity credits.

RELATING TO ENERGY. Requires electric utilities to offer smart imports, or excess electricity, to consumers beginning 1/1/2022. Requires PUC to direct the State's electric utilities to study and recommend how to implement a smart imports program in Hawaii by 1/1/2022.

RELATING TO RENEWABLE ENERGY. Amends the definition of renewable portfolio standard to be a percentage of electrical energy generation, rather than sales. Amends the renewable portfolio standard interim goals for 2030 and 2040 to accelerate the adoption of renewable energy.
