RELATING TO UNDERGROUND STORAGE TANKS. Requires the fuel tank advisory committee to meet at least twice a year.

RELATING TO THE DEPARTMENT OF HEALTH. Requires certain minimum hazard threshold levels developed by the Department of Health to be peer reviewed and approved of by an independent technical advisory committee.

RELATING TO STATEWIDE COMPOSTING. Requires DOH to periodically update its co-composting rules. Requires DOH to establish a multi-tiered registration and permitting system for composting facilities. Allows composting and co-composting in agricultural districts.

RELATING TO CLIMATE CHANGE MITIGATION AND ADAPTATION. Establishes and appropriates funds for a climate change and human health adaptation coordinator within the department of health.

RELATING TO ENVIRONMENTAL PROTECTION. Establishes a 3-year Department of Health pilot project to demonstrate new toilet and sewage treatment technologies and to expedite demonstration projects. Appropriates funds. Repeals on 6/30/2022.

RELATING TO CESSPOOLS. Requires the Sea Grant College Program, with the Department of Health, to develop and conduct a two-year comprehensive statewide outreach program that provides science-based information and understanding of sewage contamination sources in nearshore marine areas; increases understanding of sewage capacity needs; and informs all stakeholders of appropriate solutions for cesspool conversion. Requires the Water Resources Research Center to research wastewater system technologies to determine the most cost-effective way to upgrade cesspools in Hawaii and reduce their impact on drinking water and groundwater. Appropriates funds.

RELATING TO WATER QUALITY. Establishes reporting requirements for onsite sewage disposal system (OSDS) servicers. Appropriates funds for DOH to conduct outreach regarding OSDS. Requires and appropriates funds for the cesspool conversion working group to compile an updated database of OSDS statewide.

DECISION MAKING TO FOLLOW

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
