RELATING TO INVESTMENT IN INNOVATIVE TECHNOLOGIES. Requires the Department of Business, Economic Development, and Tourism to develop and implement an investment in innovative technologies plan to support the advancement of innovative technologies in the areas of energy, transportation, agriculture, and water. Appropriates funds.

RELATING TO INTOXICATING LIQUOR. Includes certain spirts-based beverages in the definition of cooler beverage. Establishes a separate tax rate for qualified small brewers.

RELATING TO TAXATION. Establishes an income tax credit for taxpayers who incur certain expenses for manufacturing products in Hawaii. Appropriates funds for DBEDT to certify claims for the tax credit.

Authorizes the issuance of revenue bonds pursuant to part III of chapter 39, HRS, and appropriates funds to the Hawaii Technology Development Corporation for the purpose of constructing one Oahu and one neighbor island electrolysis hydrogen production, storage, and dispensing facility to be managed by the Hawaii Center for Advanced Transportation Technologies. Appropriates funds.

RELATING TO TAX CREDITS. Increases the aggregate cap amount of the tax credit for research activities from $5,000,000 to $25,000,000. Applies to taxable years beginning after 12/31/2020.

RELATING TO HAWAII TECHNOLOGY DEVELOPMENT CORPORATION. Appropriates funds to support the programs of the Hawaii Technology Development Corporation.

RELATING TO RESEARCH AND TECHNOLOGY GRANTS. Establishes the research and technology grant program within the high technology development corporation to provide grants to qualified research and technology companies in Hawaii for eligible projects. Establishes program guidelines and eligibility criteria for research and technology companies. Requires eligible projects to foster science, technology, engineering, or mathematics education at the K-12 or university levels. Appropriates funds to the program.

RELATING TO FOOD SAFETY. Appropriates funds to the Department of Business, Economic Development, and Tourism to provide education and support to local businesses regarding the federal Food and Drug Administration's industry guidance on colored sea salt. Requires Hawaii sea salt industries to collectively pay fifty per cent of the cost to conduct and submit to the federal Food and Drug Administration any research, studies, or analysis required for federal Food and Drug Administration approval of color additives used in Hawaii sea salt.

RELATING TO THE HAWAII FILM AND CREATIVE INDUSTRIES DEVELOPMENT SPECIAL FUND. Makes an appropriation out of the Hawaii Film and Creative Industries Development Special Fund. Makes a housekeeping, technical amendment to section 201-113, Hawaii Revised Statutes.

RELATING TO THE OFFICE OF PLANNING. Appropriates funds for the Office of Planning to conduct a business climate report.
