RELATING TO HEALTH.

Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors.  Include the director of health on the preceptor credit assurance committee.  Amends the criteria for certificate of need review to including the relationship to the existing health care system of the area.  Effective 7/1/2050.  (HD1)

RELATING TO HEALTH INSURANCE.

Prohibits nonparticipating health care providers from balance billing patients in specific circumstances.  Establishes rate calculation requirements for reimbursement of nonparticipating providers.   Requires the insurance commissioner to refer certain disputes between insurers and non-participating providers to an independent dispute resolution entity for binding arbitration.  Repeals 1/2/2025.  Effective 1/2/2050.  (HD1)

RELATING TO HEALTH CARE INSURANCE.

Prohibits a health care insurer, mutual benefit society, or health maintenance organization from requiring an insured, subscriber, member, or enrollee diagnosed with stage two through stage four cancer to undergo step therapy prior to covering the insured for the drug prescribed by the insured's health care provider, under certain conditions, for health insurance policies and contracts issued or renewed after 12/31/2020.  Requires Auditor to conduct impact assessment report on mandated health insurance coverage.  Effective 7/1/2050.  (HD1)

Extends the state-funded medical assistance provided to pregnant women for up to twelve months post-pregnancy in certain circumstances.  Allows additional medicaid insurance coverage to women and their newborn children for health-related issues because of tobacco, alcohol, or opioid use during pregnancy.  Appropriates funds.  Effective 7/1/2050.  (HD1)

Requires the department of health to establish, implement, and evaluate a statewide program for early identification of, and intervention for, lead poisoning in children.  Requires all children be tested for lead poisoning.  Requires primary care providers to test children under their care for lead poisoning.  Effective 7/1/2050.  (HD1)

RELATING TO EMERGENCY MEDICAL SERVICES.

Enables the Hawaii medical board to certify emergency medical responders other than emergency ambulance service personnel.  Effective 7/1/2050.  (HD1)

RELATING TO INDUSTRIAL HEMP DERIVED PRODUCTS.

Establishes a regulatory framework for products containing cannabidiol that were manufactured legally through approved government programs.  Clarifies that these products are not considered adulterated food, beverage, or cosmetic products.  Prohibits manufacturers from making health-related claims.  Requires product labeling for the products to be legally allowed in the State.  Exempts industrial hemp products that are generally recognized as safe by the Food and Drug Administration from the new regulatory framework.  Effective 7/31/2150.  (HD1)

RELATING TO COFFEE LABELING.

Includes Hawaii-grown green coffee, cherry coffee, and parchment coffee in the coffee labeling requirements.  Requires coffee blend labels to disclose geographic origins and regional origins and per cent by weight of the blended coffees.  Prohibits using geographic origins of coffee in labeling or advertising for roasted coffee, instant coffee, Hawaii-grown green coffee, cherry coffee, or parchment coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of 51 per cent on or after 7/1/2022.  Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee, instant coffee, Hawaii-grown green coffee, cherry coffee, or parchment coffee not produced entirely from green coffee beans grown and processed in Hawaii.  Appropriates funds.  Effective 7/1/2150.  (HD1)

RELATING TO BEHAVIOR ANALYSIS.

Appropriates funds to the department of education to provide public school and public charter school students with behavior analysis services.  Requires the department to seek any necessary approvals from the Centers for Medicare and Medicaid Services to amend the state Medicaid plan to include applied behavior analysis services for eligible students who have been diagnosed with an autism spectrum disorder.  Effective 7/1/2051.  (HD1)

RELATING TO HEALTH.

Requires the state council on developmental disabilities to convene a working group to study the design and implementation of a program for providing home- and community-based services to individuals with intellectual or developmental disabilities who are found, through assessment, to be at risk of institutionalization.  Requires a report to the legislature.  Effective 12/31/2059.  (HD1)
