RELATING TO RENEWABLE ENERGY. Establishes renewable portfolio standards for gas. Provides means for gas utility companies to achieve the renewable portfolio standards for gas. Requires the public utilities commission (PUC) to conduct a study of the renewable portfolio standards. Appropriates funds to PUC to contract with the University of Hawaii to perform the study. Effective 7/1/2050. (HD1)

RELATING TO HUMAN REMAINS. Includes the use of alkaline hydrolysis and natural organic reduction as methods for the disposal of human remains. Amends the procedures for the resolution of disputes regarding the right of disposition, the right to rely and act upon written instructions in a funeral service agreement or similar document, and provisions for the disposition of a decedent's remains and recovery of reasonable expenses to include hydrolysis facilities and natural organic reduction facilities.

RELATING TO PRESCRIPTION DRUGS. Requires drug manufacturers to notify prescription drug benefit plans and pharmacy benefit managers if a proposed increase in the wholesale price of certain drugs would result in a sixteen per cent or more price increase over a two‑year period. Requires the drug manufacturer to identify and report to the insurance commissioner information on certain drugs whose wholesale acquisition cost increases by a certain amount during a specified time frame.

RELATING TO HEALTH. Authorizes a pharmacy to provide a customized patient medication package to any patient of an institutional facility or any member of the general public upon consent, with a valid prescription, and in compliance with labeling and dispensing requirements. Takes effect 07/01/2050. (HD2)

RELATING TO CONSUMER PROTECTION. Requires retailers of household appliances to conspicuously display available energy efficiency rebates funded by the public benefits fee and state-specific energy operation costs. Takes effect on 7/1/2112. (HD1)

RELATING TO CONSUMER PROTECTION. Prohibits residential contractors from offering to pay, in any monetary form, a homeowners insurance deductible as an incentive to encourage the homeowner to hire the contractor. Allows an insured to rescind a contract to repair or replace roof systems or other exterior work within five business days of receiving notice from a homeowners insurer that all or part of the claim or contract is not a covered loss under an homeowners insurance policy. Authorizes the Contractors License Board to suspend, revoke, or refuse to renew the license of any contractor acting as a public adjuster. Effective 7/1/2050. (HD1)
