RELATING TO REAL PROPERTY TRANSACTIONS. Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area as designated by the relevant county. Effective 12/31/2050.

RELATING TO RESIDENTIAL REAL PROPERTY. Establishes the time of transfer individual wastewater system inspection program to oversee the inspection and repair of any individual wastewater system at the time of sale or transfer of residential real property attached to the wastewater system. RELATING TO PHARMACEUTICAL REPRESENTATIVES. Requires pharmaceutical representatives to register with DCCA. Creates a program within DCCA for the administration and enforcement of pharmaceutical representative registrations. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO GRID-INTERACTIVE WATER HEATER SYSTEMS. Commencing January 1, 2022, prohibits the issuance of building permits for new multi-unit dwellings that do not include grid-interactive water heater systems. Requires the PUC to establish standards for the systems. Effective 7/1/2050. (HD1)

RELATING TO HEALTH. Clarifies the group of professionals who are prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility. Repeals landlord exclusion. Effective 7/1/2050. (HD1)

RELATING TO HEALTH INSURANCE. Establishes disclosure and consent requirements for nonparticipating health care providers. Prohibits nonparticipating health care providers from balance billing patients in specific circumstances. Requires the use of dispute solution when a dispute exists as to the reimbursement of a nonparticipating provider. Effective 7/1/2050. (HD1)

RELATING TO PRESCRIPTION DRUG RATE SETTING. Requires the Insurance Commissioner to conduct a study on the feasibility of establishing a mechanism to review prescription drug costs and set levels of reimbursements and rates without additional cost to the State. Effective 7/1/2050. (HD1)

RELATING TO HYDROFLUOROCARBONS. Establishes regulations on the use of hydrofluorocarbons in state law. Phases out hydrofluorocarbons in favor of alternatives with lower global warming potential. Establishes a preference for products that do not contain hydrofluorocarbons in the state procurement code. Directs the Hawaii State Energy Office and the Environmental Management Division of the Department of Health to study how to increase the use of refrigerants with low global warming potential, reduce the use of hydrofluorocarbons, and recommend how to fund, structure, and prioritize a state program that incentivizes or provides grants to support the elimination of legacy uses of hydrofluorocarbons. Effective 7/1/2050. (HD1)

RELATING TO HEALTH CARE. Beginning on 3/1/2021, requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for a comprehensive category of reproductive health services, drugs, devices, products, and procedures. Prohibits discrimination in the provision of reproductive health services. Effective 7/1/2050. (HD1)

RELATING TO THE DEPOSIT BEVERAGE CONTAINER FEE. Annually adjusts the handling fee for certified redemption centers based upon percentage changes in the Consumer Price Index for the Honolulu area. Effective 7/1/2050. (HD1)

RELATING TO COMMUNITY CARE FOSTER FAMILY HOMES. Amends the minimum age requirement for caregivers caring for three clients in community care foster family homes. Increases the number of hours the primary caregiver may be absent from a community care foster family home; provided that a substitute caregiver is present. Effective 7/1/2050. (HD1)

RELATING TO INTOXICATING LIQUOR. Includes certain spirits-based beverages in the definition of cooler beverage. Establishes a separate tax rate for beer for small craft producer pubs. Takes effect on 7/1/2112. (HD1)

RELATING TO HEALTH. Requires public schools and public charter schools to have an employee trained to administer seizure disorder rescue medication. Exempts schools that do not have a student with a seizure disorder. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires all principals, guidance counselors, and teachers to perform self-review of seizure disorder materials annually. Makes an appropriation. Effective July 1, 2050. (HD2)

RELATING TO COFFEE LABELING. Requires coffee blend labels to disclose geographic and regional origins and percent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of 51 per cent after 7/1/2022. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii. Effective 7/1/2150. RELATING TO ENERGY ASSURANCE. Requires the DBEDT to conduct analyses in relation to the State's energy production and distribution. Clarifies the confidentiality in information received by DBEDT and PUC. Clarifies the Governor's and Director of Business, Economic Development and Tourism's powers and procedures during a shortage. Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
