Allows the Contractors License Board and Real Estate Commission to adjust, reduce, suspend, or cease collection of recovery fund and education fund fees to maintain a reasonable relation between the fees generated and the cost of services rendered by the funds. RELATING TO MENTAL HEALTH COUNSELORS. Clarifies that the practicum internship experience requirement is to be included with the course work in counseling requirement for mental health counselors. RELATING TO MASSAGE THERAPY. Requires the Board of Massage Therapy to adopt and enforce sanitation rules for massage establishments. Repeals existing statutory language that classifies unlicensed activity as a petty misdemeanor in favor of existing statutes that treat unlicensed activity as a misdemeanor. Increases the minimum fine from $100 to $250 and the maximum fine from $1,000 to $2,000 for each violation of the massage therapy laws. Effective 7/1/2050. (HD1)

RELATING TO THE MORTGAGE LOAN RECOVERY FUND. Expands the pool of persons eligible to receive restitution from the Mortgage Loan Recovery Fund. Authorizes the Director of Commerce and Consumer Affairs to issue orders for restitution. (HD1)

RELATING TO COMMERCIAL MOTOR VEHICLES. Requires the examiner of drivers to disqualify any person from driving a commercial motor vehicle for life if that person uses a commercial motor vehicle in the commission of a felony involving an act or practice of severe forms of trafficking in persons. RELATING TO ELECTRIC VEHICLES. Establishes an income tax credit of up to $2,500 per new electric vehicle that costs up to $50,000. Sunsets on 12/31/2028. Effective 7/1/2050. (HD1)

RELATING TO BLOCKCHAIN TECHNOLOGY. Requires ETS to establish a blockchain working group to determine a recommended definition for blockchain technology and recommendations for individuals, businesses, and state agencies to use blockchain technology and report to the legislature. RELATING TO ENHANCED 911 SERVICES. Establishes a prepaid wireless E911 surcharge to be imposed on prepaid wireless telecommunications services purchased at a retail transaction. Allows sellers to deduct and retain three per cent of the surcharge for administrative expenses. Requires deposit of the surcharge balance into the enhanced 911 fund. Amends the enhanced 911 surcharge rate. Effective 7/1/2050. (HD1)

RELATING TO ENERGY. Requires the Hawaii State Energy Office, in consultation with DOH, to conduct a comprehensive study to determine the best practices for disposal and recycling of discarded clean energy products in the State. RELATING TO TAX RETURN PREPARERS. Requires each tax return preparer to have a valid preparer tax identification number issued by the Internal Revenue Service and to furnish the preparer's tax identification number on any return or claim for refund if required by DOTAX. Establishes penalties for failure to comply. Authorizes Director of Taxation to file a claim to enjoin a tax return preparer for certain prohibited conduct. Provides that tax return preparers shall not be liable for penalties prior to January 1, 2021. Effective 7/1/2050. (HD1)

RELATING TO HEALTH. Requires DHS, upon approval from the Centers for Medicare and Medicaid Services, to establish and implement a program for providing home- and community-based services to at-risk individuals having intellectual or developmental disabilities who meet certain criteria. Seeks approval, no later than June 30, 2021, from the Centers for Medicare and Medicaid Services to provide coverage for services established under the program. Appropriates funds. Takes effect on December 31, 2059. (HD1)

RELATING TO ENERGY EFFICIENCY. Requires energy consumption benchmarking for all nonresidential buildings. Requires disclosure of resulting, anonymized and aggregated benchmarking data to a prospective property buyer, lessee, or lender. (HB 1520 HD1)

RELATING TO A BANK OF THE STATE OF HAWAII. Directs the Department of Commerce and Consumer Affairs to conduct a comprehensive review of relevant state laws to develop legislation to establish a state-operated bank of the State of Hawaii.
