b. Reopening of Hawaii’s Economy
UHERO published a policy brief on April 3, 2020 entitled “How to Control Hawaii’s Coronavirus Epidemic and Bring Back the Economy: The Next Steps.” The policy brief identifies four steps that must be achieved to reopen the economy: (1) restrict overseas and interisland travel; (2) impose a statewide shutdown; (3) expand and coordinate statewide testing; and (4) establish a protocol to gradually relax shutdown restrictions.
The following presenters will discuss Hawaii’s progress in achieving each of the four steps and above questions:

capacity for rapid and in-state results?
What is Hawaii’s current and projected need for
antibody testing and processing?
Do we need more laboratory facilities in Hawaii?
Who determines the appropriate time to lift the
shutdown – the state or the counties?
What protocol will the state follow to initiate relaxation
of the shutdown?
Who will prevent and monitor community spread in the
future?
How can this committee work with the Governor’s
economic recovery task force?
