      Status & Testimony

RELATING TO IRRIGATION.

Transfers to the Department of Agriculture operational authority over portions of the East Kauai Irrigation System operated and maintained by the East Kauai Water Users' Cooperative as of 7/1/2020.  Provides a conditional extension to acquire required permits.  Establishes staffing positions.  Authorizes general obligation bonds for a statewide irrigation system capital improvement project.  Appropriates funds.

RELATING TO AGRICULTURE.

Appropriates moneys to the Department of Agriculture to support agriculture in the State.  Authorizes any moneys appropriated to be transferred to the Supplemental Appropriations Act of 2020.

RELATING TO AGRICULTURE.

Temporarily authorizes the Board of Agriculture to decide on a case-by-case basis which entities qualify for a non-agricultural park lease.  Establishes conditions and qualifications for a lease.  Sunsets 6/30/2025.

Creates a grant program and appropriates funding for a program to assist beginning farmers and ranchers to start farm or ranch operations.

RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT.

Extends the time that the department of agriculture may certify important agricultural lands qualified agricultural costs from 2021 to 2030.

RELATING TO AGRICULTURAL ENTERPRISES.

Authorizes the Department of Agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture.  Establishes the agricultural enterprise program.  Establishes the Agricultural Enterprise Special Fund.  Makes an appropriation.  Effective 7/1/2020.

Makes an appropriation to fund 1 full-time equivalent (1.0 FTE) agricultural appraiser position within the Department of Agriculture.

Appropriates funds to the Department of Agriculture for feral pig control.
