Your Committee on Lower & Higher Education, to which was referred S.B. No. 35, S.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds to establish a Safe Space Program for alternative learning center program students in the Department of Education.

Your Committee received testimony in support of this measure from Adult Friends for Youth. Your Committee received comments on this measure from the Department of Human Services, Department of Education, and Office of Youth Services.

Your Committee finds that alternative learning centers are Department of Education programs and typically provide support services to students placed in these programs during the school day. This measure will create a Safe Space Program that is an add-on to the Alternative Early Learning Centers and will continue to provide support for students who are in crisis due to issues and conditions they experience in their lives outside of the classroom.

Your Committee has amended this measure by:

(1) Changing its effective date to July 1, 2051; and

(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Lower & Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 35, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 35, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
