Sir:

 

     Your Committee on Health, to which was referred S.B. No. 31, S.D. 3, entitled:

 

"A BILL FOR AN ACT RELATING TO HEALTH,"

 

begs leave to report as follows:

 

     The purpose of this measure is to support healthcare providers acting as preceptors by:

 

     (1)  Improving accessibility for providers to receive the Healthcare Preceptor Tax Credit by amending certain definitions; and

 

     (2)  Including the Director of Health as a member of the Preceptor Credit Assurance Committee.

 

     Your Committee received testimony in support of this measure from the Department of Taxation, University of Hawaii System, Hawaii State Center for Nursing, Hawaii Pacific Health, Hawaii State Rural Health Association, Hawaii Primary Care Association, Hawaii Association of Professional Nurses, The Queen's Health Systems, Liberty Dialysis-Hawaii, and three individuals.

 

     Your Committee finds that expanding access to the healthcare preceptor tax credit will help to address the State's shortage of healthcare providers by incentivizing additional persons to offer professional instruction, training, and supervision to students and residents seeking careers as healthcare providers.

 

     Your Committee further finds that the current healthcare workforce must be considered when assessing whether new healthcare facilities are needed.

 

     Your Committee has amended this measure by:

 

     (1)  Amending the criteria for certificate of need review to include the relationship to the existing health care system of the area; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 31, S.D. 3, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 31, S.D. 3, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
