Sir:

Your Committee on Finance, to which was referred S.B. No. 3080, S.D. 3, entitled:

"A BILL FOR AN ACT RELATING TO THE JUDICIARY,"

begs leave to report as follows:

The purpose of this measure is to appropriate supplemental funds for the Judiciary for the fiscal biennium beginning July 1, 2019, and ending June 30, 2021.

Testimony supporting this measure was received from the Judiciary and an individual. The Department of the Attorney General provided comments.

Your Committee on Finance has amended this measure, due to the budget shortfalls anticipated as a result of the 2019 coronavirus pandemic, by:

(1) Removing all vacant positions and funding. Although funding for vacant judge positions has been reduced, judge positions have not been deleted;

(2) Including a weekly reporting requirement from the Judiciary regarding the release of inmates pursuant to Supreme Court orders;

(3) Making it effective upon its approval; and

(4) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3080, S.D. 3, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3080, S.D. 3, H.D. 1, and be placed on the calendar for Third Reading.
