Your Committees on Water, Land, & Hawaiian Affairs and Tourism & International Affairs, to which was referred S.B. No. 3011, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE STATE OF HAWAII MUSEUM OF MONARCHY HISTORY,"
beg leave to report as follows:
The
purpose of this measure is to
appropriate funds for the restoration, repair, operation, and maintenance of
Iolani Palace and nearby structures on palace grounds.
Your Committees received testimony in support of this measure from the Hawai‘i Tourism Authority, Kamehameha Schools, Bishop Museum, The Queen's Health Systems, Native Hawaiian Chamber of Commerce, Council for Native Hawaiian Advancement, Native Hawaiian Education Council, ‘Aha Pūnana Leo, Mālama ‘Āina Foundation, Association of Hawaiian Civic Clubs, Partners in Development Foundation, Papa Ola Lōkahi, Ka Lei Pāpahi ‘O Kākuhihewa, Friends of Iolani Palace, and four individuals. Your Committees received comments on this measure from the Department of Land and Natural Resources and Department of Budget and Finance.
Your Committees find
that Iolani Palace is an important cultural and historical landmark that
represents the dignity and unique history of the people of Hawaii. This measure supports Iolani Palace's mission
to preserve, restore, interpret, share, and celebrate the unique cultural,
historical, and spiritual qualities of Iolani Palace and its grounds for the
benefit of Native Hawaiians, Hawaii's residents, and visitors to the State.
Your
Committees have amended this measure by:
(1) Changing the appropriation to support the operations,
maintenance, restoration, and repair of Iolani Palace to an unspecified amount;
(2) Removing specific allocations from the appropriation
for restoration, repair, and maintenance of Iolani Palace and nearby structures,
in favor of a lump sum appropriation;
(3) Changing the effective date to July 1, 2050,
to encourage further discussion; and
(4) Making technical, nonsubstantive amendments
for the purposes of clarity, consistency, and style.
As affirmed by the records of votes of the members of your Committees on Water, Land, & Hawaiian Affairs and Tourism & International Affairs that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 3011, S.D. 1, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 3011, S.D. 1, H.D. 1, and be referred to your Committee on Finance.
