Sir:

Your Committee on Transportation, to which was referred S.B. No. 2925, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO PAYMENT FOR AIRPORT CHARGES,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Authorize the use of debit cards and online electronic payment to pay for certain airport charges; and

(2) Allow the airport or purchaser to pay for processing fees and charges.

Your Committee received testimony in support of this measure from the Department of Transportation.

Your Committee finds that airport charges can only be paid with cash or checks. This measure will make the process of payment easier for airport tenants and allow tenants to pay charges and fees on a timely basis.

Your Committee has amended this measure by:

(1) Requiring, rather than authorizing, the airport to impose additional processing fees or charges upon a tenant for an online electronic or credit or debit card payment; and

(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2925, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2925, S.D. 1, H.D. 1, and be referred to your Committee on Finance.
