Sir:
Your Committee on Health, to which was referred S.B. No. 2917, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the Department of Human Services and Department of Public Safety.
Your Committee finds that providing
authorized Department of Health Med-QUEST Program employees with access to the
Electronic Prescription Accountability System, more commonly known as the
Prescription Drug Monitoring Program (PDMP), will enhance the Department of
Human Services' clinical and program integrity efforts. Your Committee also finds that allowing
licensed health care providers or delegates of the providers employed by the
United States Department of Veterans Affairs access to the PDMP will make
Hawaii law consistent with federal law, which requires that every state provide
these licensed health care providers and their delegates access to their electronic
prescription accountability systems, without exception.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 2050, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2917, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2917, S.D. 1, H.D. 1, and be referred to your Committees on Consumer Protection & Commerce and Judiciary.
