Sir:

 

     Your Committee on Human Services & Homelessness, to which was referred S.B. No. 2891, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO OFFICE OF YOUTH SERVICES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require the Office of Youth Services to provide commercial enterprise vocational programs to promote self-sustainability in young adults; and

 

     (2)  Establish the Office of Youth Services Revolving Fund for the receipt of income and payment of expenses generated from the programs.

 

     Your Committee received testimony in support of this measure from the Department of Human Services, Office of Hawaiian Affairs, Office of Youth Services, Partners in Development Foundation, Community Alliance on Prisons, and four individuals.

 

     Your Committee notes that this measure supports the Kawailoa Youth and Family Wellness Center, located at the campus of the Hawaii Youth Correctional Facility, to provide necessary services for at-risk youth and young adults, including innovative programs that provide skills building, vocational training, and economic programming to prepare young adults for entry into the workforce.

 

     Your Committee has amended this measure by:

 

     (1)  Removing the general fund appropriation into the Office of Youth Services Revolving Fund and the corresponding authorization to expend funds from the revolving fund; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Human Services & Homelessness that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2891, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2891, S.D. 1, H.D. 1, and be referred to your Committee on Finance.
