Sir:

 

     Your Committee on Finance, to which was referred S.B. No. 2206, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HOMELESSNESS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to authorize the Board of Land and Natural Resources (Board) to issue month-to-month revocable permits for the temporary emergency sheltering of and facilities for homeless persons on state lands, under certain conditions.

 

     Your Committee received comments on this measure from the Governor's Coordinator on Homelessness and Department of Land and Natural Resources.

 

     Your Committee has amended this measure by:

 

     (1)  Specifying that the Board must obtain the prior written agreement of the Department of Agriculture (DOA) before a revocable permit may be issued for lands under the control or management of the DOA;

 

     (2)  Repealing this measure 90 days after the last day of the disaster emergency relief period specified in the Governor's final Supplementary Proclamation relating to the COVID-19 emergency, irrespective of any separate proclamation terminating the disaster emergency relief period in the Governor's final Supplementary Proclamation relating to the COVID-19 emergency; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2206, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 2206, S.D. 2, H.D. 2.
