     Your Committees on Water, Land, & Hawaiian Affairs and Lower & Higher Education, to which was referred S.B. No. 2061, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO CONSERVATION,"

 

beg leave to report as follows:

 

     The purpose of this measure is to promote outdoor education and recreation programs for children in the State by establishing the No Child Left Inside Grant Program within the Department of Land and Natural Resources.

 

     Your Committees received testimony in support of this measure from the Hawaii Farm to School Hui, Shaka Tea, and eight individuals.  Your Committees received comments on this measure from the Department of Budget and Finance and Department of Land and Natural Resources.

 

     Your Committees find that outdoor education and recreation programs promote the physical and academic well-being of children.  This measure supports various entities that provide outdoor education and recreation opportunities to children in the State.


     Your Committees have amended this measure by:

 

     (1)  Changing its effective date to July 1, 2051, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the records of votes of the members of your Committees on Water, Land, & Hawaiian Affairs and Lower & Higher Education that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 2061, S.D. 2, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 2061, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
