Sir:

 

     Your Committees on Transportation and Housing, to which was referred S.B. No. 2054, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO INFRASTRUCTURE IMPROVEMENT DISTRICTS,"

 

beg leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Specify that the cost of regional infrastructure improvements made by the Hawaii Housing Finance and Development Corporation (HHFDC) may be assessed against transit-oriented development projects specifically benefiting from the improvements; and

 

     (2)  Require the Hawaii Interagency Council for Transit-Oriented Development to review and make recommendations on applications for subaccount funds for infrastructure projects related to transit-oriented development.

 

     Your Committees received testimony in support of this measure from the Hawaii Housing Finance and Development Corporation, Hawaii Interagency Council for Transit-Oriented Development, State Office of Planning, Department of Planning and Permitting of the City and County of Honolulu, and Building Industry Association of Hawaii.

 

Your Committees find that authorizing HHFDC to recapture some of the costs of regional infrastructure improvements from transit-oriented development projects that derive specific benefits from those improvements is an equitable means of spreading the cost of those improvements.  According to HHFDC, parcels benefiting from the improvements would pay their proportionate share based on a formula.

 

     Your Committees further find that requiring the Hawaii Interagency Council for Transit-Oriented Development to review and make recommendations on applications for subaccount funds for transit-oriented infrastructure improvements provides for a central advisory body with specific expertise and responsibilities in the subject area to filter such applications and provide guidance.  This requirement would also enable the Hawaii Interagency Council for Transit-Oriented Development to assure alignment of the infrastructure projects funded with the regional needs and priorities it has identified.

 

     Your Committees have amended this measure by:

 

     (1)  Changing the effective date to July 1, 2050, to encourage further discussion; and

 

     (2)  Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

 

     As affirmed by the records of votes of the members of your Committees on Transportation and Housing that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 2054, S.D. 2, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 2054, S.D. 2, H.D. 1, and be referred to your Committee on Water, Land, & Hawaiian Affairs.
