STAND. COM. REP. NO.  1232-20

Honolulu, Hawaii

                , 2020

RE:   H.C.R. No. 20

      H.D. 1

Honorable Scott K. Saiki

Speaker, House of Representatives

Thirtieth State Legislature

Regular Session of 2020

State of Hawaii

Sir:

Your Committee on Water, Land, & Hawaiian Affairs, to which was referred H.C.R. No. 20 entitled:

"HOUSE CONCURRENT RESOLUTION APPROVING THE TRANSFER OF THE LEASED FEE INTEREST IN A PORTION OF 610 COOKE STREET, HONOLULU, HAWAII, TO THE CITY AND COUNTY OF HONOLULU,"

begs leave to report as follows:

The purpose of this measure is to approve the transfer of the leased fee interest in a portion of 610 Cooke Street, Honolulu, Hawaii, to the City and County of Honolulu.

Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism; Hawaii Housing Finance and Development Corporation; and SSFM International, Inc.

Your Committee finds that the Hawaii Housing Finance and Development Corporation (HHFDC) has an interest in transferring a portion of the parcel located at 610 Cooke Street to the City and County of Honolulu as part of a land exchange to facilitate the roadway access to a planned mixed-use development at 690 Pohukaina Street.  Your Committee further finds that HHFDC did not receive any public comments objecting to the proposed transfer when HHFDC conducted a public informational briefing in July 2019.

Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Water, Land, & Hawaiian Affairs that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 20, as amended herein, and recommends that it be referred to your Committee on Judiciary in the form attached hereto as H.C.R. No. 20, H.D. 1.

Respectfully submitted on behalf of the members of the Committee on Water, Land, & Hawaiian Affairs,
