     Your Committee on Finance, to which was referred H.B. No. 947, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HAWAII CRIMINAL JUSTICE DATA CENTER FEES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to repeal an existing fee schedule established in statute for various services provided by the Hawaii Criminal Justice Data Center and instead authorize the Center to assess fees that are reasonable and do not constitute a barrier to justice, thereby allowing the Center to establish fees through its administrative rulemaking process.

 

     Your Committee received testimony in support of this measure from Department of the Attorney General and Department of Public Safety.

 

Your Committee finds that the administrative rulemaking process will enable the Hawaii Criminal Justice Data Center to adjust fees based on service demand, budget needs, and cost of resources required; provide services to the public without relying on the Legislature to amend fees; and consolidate all fees into its fee schedule in administrative rules.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 947, H.D. 1, and recommends that it pass Third Reading.
