     Your Committee on Finance, to which was referred H.B. No. 933, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO CRISIS INTERVENTION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish a crisis intervention and diversion program within the Department of Health to divert individuals in crisis from the criminal justice system and into the health care system.

 

     Your Committee received testimony in support of this measure from the Judiciary; Honolulu Police Department; Honolulu Emergency Services Department of the City and County of Honolulu; Hawaii Disability Rights Center; Hawaii Substance Abuse Coalition; Aloha House, Inc.; The Salvation Army Addiction Treatment Services and Family Treatment Services; and seven individuals.  Your Committee received comments on this measure from the Department of Health and The Queen's Health Systems.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 933, H.D. 2, and recommends that it pass Third Reading.
