     Your Committee on Water, Land, & Hawaiian Affairs, to which was referred H.B. No. 455 entitled:

 

"A BILL FOR AN ACT RELATING TO THE KAHOOLAWE ISLAND RESERVE COMMISSION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate funds for the operations of the Kahoolawe Island Reserve Commission in meeting the unique challenges of restoring, preserving, and determining appropriate uses of the Kahoolawe Island Reserve.  The appropriation contained in this measure includes funds for two full-time equivalent positions for the Commission.

 

     Your Committee received testimony in support of this measure from the Kahoolawe Island Reserve Commission, Honolulu Fire Department Explorer Program, County of Maui, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, Ocean Tourism Coalition, and many individuals.  Your Committee received testimony in opposition to this measure from the Center for Hawaiian Sovereignty Studies.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the appropriations made to blank amounts; and

 

     (2)  Changing its effective date to July 1, 2050 to encourage further discussion.

 

     Your Committee notes that the original version of this measure contained appropriation amounts of $1,000,000 for the operations of the Commission and $72,000 for the two positions.  Should your Committee on Finance consider this measure, your Committee respectfully requests that it consider making appropriations in these amounts.

 

     As affirmed by the record of votes of the members of your Committee on Water, Land, & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 455, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 455, H.D. 1, and be referred to your Committee on Finance.
