STAND. COM. REP. NO.  491-20

Honolulu, Hawaii

                , 2020

RE:   H.B. No. 442

      H.D. 1

Honorable Scott K. Saiki

Speaker, House of Representatives

Thirtieth State Legislature

Regular Session of 2020

State of Hawaii

Sir:

Your Committee on Water, Land, & Hawaiian Affairs, to which was referred H.B. No. 442, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO HAWAIIAN AFFAIRS,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds for the establishment of two part-time project-based research archivist positions in the Hawaii State Archives to provide research services and digitization of records relating to Hawaiian culture or history and Native Hawaiians.

Your Committee received testimony in support of this measure from the Department of Accounting and General Services and three individuals.

Your Committee finds that the Hawaii State Archives is an invaluable resource for historical and primary source documents on the history of Hawaii and Native Hawaiians.  This measure promotes the public's access to these documents by providing staff to conduct research services and digitize project records that will provide a broader historical context to specific areas of discussion.

As affirmed by the record of votes of the members of your Committee on Water, Land, & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 442, H.D. 1, and recommends that it pass Second Reading and be referred to your Committee on Finance.

Respectfully submitted on behalf of the members of the Committee on Water, Land, & Hawaiian Affairs,
