"A BILL FOR AN ACT RELATING TO MENTAL HEALTH,"

The purpose of this measure is to authorize the Department of Health to use monies in the Mental Health and Substance Abuse Special Fund for capital improvements related to crisis stabilization beds.

Your Committee received testimony in support of this measure from a council member of the Hawaii County Council; Hawaii Disability Rights Center; Hawaii Substance Abuse Coalition; Hawaii Island HIV/AIDS Foundation; Hawaii Psychological Association; Catholic Charities Hawaii; Habitat for Humanity Hawaii Island, Inc.; The Salvation Army Addiction Treatment Services and Family Treatment Services; St. Michael the Archangel Catholic Church; Neighborhood Place of Puna; Aloha House, Inc.; Kona-Kohala Chamber of Commerce; Ulu Development; Hawaii Island Economic Development Board; Hawaii Leeward Planning Conference; Cyanotech Corporation; and nineteen individuals. Your Committee received comments on this measure from the Department of Health; HOPE Services Hawaii, Inc.; and two individuals.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 35, H.D. 1, and recommends that it pass Third Reading.
