Sir:

 

     Your Committee on Labor & Public Employment, to which was referred H.B. No. 2753 entitled:

 

"A BILL FOR AN ACT RELATING TO WORKFORCE DEVELOPMENT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to further improve workforce development in Hawaii by establishing a state YouthBuild program under the Department of Labor and Industrial Relations to assist interested non-profit or public entities in applying and qualifying for a grant under the federal YouthBuild program.

 

     Your Committee received testimony in support of this measure from the Hawaii State Teachers Association, Hawaii Alliance for Community-Based Economic Development, LGBT Caucus of the Democratic Party of Hawaii, and one individual.  Your Committee received comments on this measure from the Department of Labor and Industrial Relations.

 

     Your Committee finds that, by providing state resources to assist non-profit or public entities in applying and qualifying for federal YouthBuild program grants, the reach of the program can be broadened and more of the State's youth will have a chance to benefit from the workforce development opportunities the program affords.  These benefits will not only provide education, training, and marketable skills to disadvantaged and low-income youth, they can also help to create an in-state workforce to rehabilitate and construct much-needed housing.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to January 1, 2050, to encourage further discussion; and

 

     (2)  Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Labor & Public Employment that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2753, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2753, H.D. 1, and be referred to your Committee on Finance.
