Sir:

 

     Your Committee on Judiciary, to which was referred H.B. No. 2722 entitled:

 

"A BILL FOR AN ACT RELATING TO ELECTRIC VEHICLES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to authorize law enforcement officers and commissioned volunteer enforcement officers to enter private property to enforce electric vehicle parking space violations.

 

     Your Committee received testimony in support of this measure from the Hawaii State Energy Office and Ulupono Initiative.  Your Committee received testimony in opposition to this measure from one individual.

 

     Your Committee finds that the availability of charging infrastructure to support electric vehicles is a critical catalyst to increasing the number of electric vehicles in the State.  Your Committee further finds that the counties should also be able to regulate electric vehicle parking spaces and related charging systems.


     Accordingly, your Committee has amended this measure by:

 

     (1)  Authorizing each county to adopt ordinances to enforce electric vehicle parking and charging system requirements;

 

     (2)  Changing the effective date to July 1, 2050, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2722, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2722, H.D. 1, and be referred to your Committee on Finance.
