Your Committee on Health, to which was referred H.B. No. 2713 entitled:

"A BILL FOR AN ACT RELATING TO HEALTH,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds for structural improvements for Maui Memorial Medical Center, to be matched on a dollar-for-dollar basis by one or more private entities.

Your Committee received testimony in support of this measure from the United Public Workers, AFSCME, Local 646, AFL-CIO; and one member of the Maui County Council. Your Committee received comments on this measure from Maui Health System.

Your Committee finds that current parking facilities are inadequate to serve the needs of the residents and visitors of Maui County's only full-service hospital, Maui Memorial Medical Center. This measure will accommodate the County's projected growth and the resulting increase in parking requirements at the hospital.

Your Committee has amended this measure by:

(1) Changing the appropriation to an unspecified amount;

(2) Changing the effective date to July 1, 2050, to encourage further discussion; and

(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2713, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2713, H.D. 1, and be referred to your Committee on Finance.
