Sir:

 

     Your Committee on Energy & Environmental Protection, to which was referred H.B. No. 2698 entitled:

 

"A BILL FOR AN ACT RELATING TO CONSTRUCTION WASTE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Department of Health to convene a Construction Waste Reuse and Recycling Working Group to develop recommendations on how to implement requirements for the reuse, recycling, or donation of construction waste.

 

     Your Committee received testimony in support of this measure from the Chamber of Commerce Hawaii, Building Industry Association of Hawaii, International Code Council, Sierra Club of Hawaii, Re-Use Hawaii, Surfrider Oahu, and one individual.  Your Committee received comments on this measure from the Department of Health and PVT Land Company, Ltd.

 

     Your Committee finds that it is desirable to enhance the quality of the natural environment by implementing sound practices that reduce negative impacts from building and development projects.  Sustainable practices emphasize the preservation of natural resources and the efficient use of construction materials.

 

     Your Committee has amended this measure by:

 

     (1)  Inserting a blank appropriation from general revenues to fund the working group's duties;

 

     (2)  Changing its effective date to July 1, 2050, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2698, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2698, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
