Sir:

 

     Your Committee on Consumer Protection & Commerce, to which was referred H.B. No. 2692, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO COMMUNITY CARE FOSTER FAMILY HOMES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to amend the rulemaking requirements for community care foster family homes by increasing the number of hours the primary caregiver may be absent from a community care foster family home; provided that a substitute caregiver is present.

 

     Your Committee received testimony in support of this measure from one individual.  Your Committee received testimony in opposition to this measure from the Department of Health.

 

     Your Committee finds that primary caregivers are responsible for procuring supplies, getting continuing education, and addressing incidental matters relating to their operation.  This measure allows for greater flexibility for primary caregivers to maintain the standards of their operation.

 

     Your Committee has amended this measure by reinstating the minimum age requirement of twenty-one for caregivers caring for three clients in community care foster family homes.

     As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2692, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.B. No. 2692, H.D. 2.
