     Your Committee on Finance, to which was referred H.B. No. 2571, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THEFT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to strengthen public safety by:

 

     (1)  Including within the offense of theft in the second degree, theft of property commonly used to store items of personal or monetary value, including any purse, handbag, or wallet; and

 

     (2)  Establishing the offense of theft of a bicycle as a misdemeanor for the first offense and a class C felony for a second or subsequent offense.

 

     Your Committee received testimony in support of this measure from the Department of the Prosecuting Attorney of the City and County of Honolulu and Hawaii Bicycling League.  Your Committee received testimony in opposition to this measure from the Office of the Public Defender.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2571, H.D. 1, and recommends that it pass Third Reading.
