Sir:

 

     Your Committees on Consumer Protection & Commerce and Judiciary, to which was referred H.B. No. 2552 entitled:

 

"A BILL FOR AN ACT RELATING TO INTOXICATING LIQUOR,"

 

beg leave to report as follows:

 

     The purpose of this measure is to exempt applications for a class 1 liquor license on land designated as agricultural by state or county zoning laws and for which the majority of the agricultural products used in the manufacturing of the liquor are grown and produced in the State by the license holder from the automatic refusal of a liquor license that may be invoked by a majority of nearby voters or real estate owners.

 

     Your Committees received testimony in support of this measure from LBD Coffee, LLC; and one individual.  Your Committees received comments on this measure from the Liquor Commission of the City and County of Honolulu.

 

     Your Committees find that there is a desire to grow and produce agricultural products for the manufacturing of liquor.  Your Committees find that there is merit to this measure, as it could support practices that stimulate the local economy.

 

     Your Committees have amended this measure by changing its effective date to July 1, 2050, to encourage further discussion.

     As affirmed by the records of votes of the members of your Committees on Consumer Protection & Commerce and Judiciary that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2552, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 2552, H.D. 1, and be referred to your Committee on Finance.
