Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 2550, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE FAMILY COURT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to encourage a reduction in the number of remands to the Family Court by:

 

(1)  Making appeals from Family Court orders appealable directly to the Hawaii Supreme Court instead of the Intermediate Court of Appeals; and

 

(2)  Requiring the Hawaii Supreme Court to render a final decision on appeals from Family Court orders within one hundred eighty days of its receipt of the appeal.

 

     Your Committee received testimony in opposition to this measure from the Judiciary and one individual.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2550, H.D. 1, and recommends that it pass Third Reading.
