     Your Committee on Judiciary, to which was referred H.B. No. 2534 entitled:

 

"A BILL FOR AN ACT MAKING AN APPROPRIATION TO THE OFFICE OF THE PROSECUTING ATTORNEY FOR THE COUNTY OF HAWAII,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate funds for the operation of the Career Criminal Prosecution Unit of the Office of the Prosecuting Attorney of the County of Hawaii.

 

     Your Committee received testimony in support of this measure from the Department of the Attorney General, Mayor of the County of Hawaii, Department of the Prosecuting Attorney of the City and County of Honolulu, Office of the Prosecuting Attorney of the County of Hawaii, and one individual.

 

Your Committee finds that the Legislature established the Career Criminal Prosecution Program because it found that a substantial and disproportionate amount of serious crimes are committed by a relatively small number of multiple repeat felony offenders.  Your Committee further finds that career criminal prosecution cases are often labor intensive and require experienced and well-trained deputy prosecutors.  This measure is needed to adequately fund the staff of the Career Criminal Prosecution Program.

     Your Committee has amended this measure by changing its effective date to July 1, 2050, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2534, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2534, H.D. 1, and be referred to your Committee on Finance.
