Sir:

 

     Your Committees on Labor & Public Employment and Tourism & International Affairs, to which was referred H.B. No. 2533 entitled:

 

"A BILL FOR AN ACT RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE STATE ARCHIVES,"

 

beg leave to report as follows:

 

     The purpose of this measure is to address current and future facilities needs of the State Archives by authorizing the issuance of general obligation bonds to finance plans for a State Archives Master Plan.

 

     Your Committees received testimony in support of this measure from the Department of Accounting and General Services, The Friends of Iolani Palace, Nā Hawaii Imi Loa Board of Directors, Historic Hawaii Foundation, and two individuals.  

 

     Your Committees find that the current State Archives facility, designed seventy years ago, is outdated in form and function.  Based on the State Archive's current archival practice and public access needs, upgrading and maintenance of the facility are imperative to preserve and sustain this official repository of the Hawaii's public government records, which date from the monarchy to the current legislative session, and includes private collections of individuals and organizations, photographs, maps, artifacts, and library collections specializing in Hawaiian history, culture, and Pacific voyages.

 

     Your Committees have amended this measure by:

 

     (1)  Changing the amount of the general obligation bond authorization to an unspecified sum; and

 

     (2)  Changing its effective date to January 1, 2050, to encourage further discussion.

 

     Should your Committee on Finance choose to hear this measure, your Committees respectfully request that it consider authorizing the issuance of $500,000 in general obligations bonds for fiscal year 2020-2021 for plans for the development of a State Archives Master Plan.

 

     As affirmed by the records of votes of the members of your Committees on Labor & Public Employment and Tourism & International Affairs that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 2533, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 2533, H.D. 1, and be referred to your Committee on Finance.
