Sir:

 

     Your Committee on Health, to which was referred H.B. No. 2506 entitled:

 

"A BILL FOR AN ACT RELATING TO VITAL STATISTICS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Department of Health to issue a certificate of stillbirth, upon request of the parent or parents named on a fetal death certificate issued in the case of a stillbirth.

 

     Your Committee received testimony in support of this measure from the Association of Hawaiian Civic Clubs; Papa Ola Lokahi; Moku o Manokalanipo, The Kauai Council of the Association of Hawaiian Civic Clubs; Ke One O Kakuhewa, Oahu Council for the Association of Hawaiian Civic Clubs; and numerous individuals.  Your Committee received comments on this measure from the Department of Health.

 

     Your Committee finds that, according to testimony by the Department of Health, the Department will be able to implement this measure if the measure contains an appropriation amount of $100,000.  This amount would be needed to modify the fetal death reporting system, certificate ordering system, and retain personnel.  The Department also noted that an effective date of July 1, 2021, would provide the Department with sufficient time to successfully implement the changes proposed by this measure.

 

     Your Committee has amended this measure by:

 

     (1)  Inserting an appropriation for an unspecified amount;

 

     (2)  Changing the effective date to July 1, 2050, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2506, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2506, H.D. 1, and be referred to your Committee on Finance.
